It is more than obvious that two of the reasons that Bush commuted Libby's sentence rather than pardon him are: Bush can claim it is still on ongoing investigation, and not answer questions about other leaks within the Whitehouse. And if Libby were pardoned, he could not claim the Fifth (because he is no longer in danger of self incrimination) in another trial.
